What is an Employer of Record in the UAE?

An Employer of Record (EOR) in the UAE is a licensed company that legally employs people on behalf of another business. FlexEmploy becomes the legal employer of your team in Dubai and across the UAE. We issue UAE compliant employment contracts, coordinate visas and work permits with the authorities, run payroll through the Wage Protection System (WPS), arrange health insurance and handle end of service. You choose who to hire and manage their day to day work.

This lets a company employ people in the UAE without first setting up its own local entity. It suits international companies entering or testing the UAE market, startups that want to hire before incorporating, and businesses that need to add people while they plan for visa quotas or Emiratisation targets.

Questions about Employer of Record in the UAE

Updated November 2026

What is an Employer of Record (EOR) in the UAE?

An Employer of Record is a company that legally employs people on behalf of another business. FlexEmploy becomes the legal employer of your UAE team and handles contracts, visa coordination, WPS payroll, health insurance and end of service, while you manage the work.

Do I need a UAE company to hire employees in the UAE?

Not if you use an Employer of Record. Your team is employed through FlexEmploy, so you can start hiring before, or instead of, setting up your own entity. When you are ready to open your own company, we help you transfer the team across.

Can EOR employees get a UAE work permit and residence visa?

Yes. As the legal employer we coordinate the employment visa, work permit, medical fitness test and Emirates ID with the relevant authorities and keep you updated at each stage. Processing depends on the authorities and each person's circumstances, so we do not promise fixed timings.

How are salaries paid?

Salaries are paid monthly through the UAE Wage Protection System (WPS), the system private sector employers use to pay wages. You receive clear payroll reporting every month.

Is health insurance included?

Yes. Employer provided health insurance has been mandatory for private sector employees in every emirate since 1 January 2025. We arrange the required cover for each employee, plus any additional benefits you agree with us.

What happens at the end of an employment contract?

We calculate and pay the end of service gratuity, settle final dues and cancel the visa correctly. Under UAE Labour Law, gratuity is based on basic salary: 21 days for each of the first five years of service and 30 days for each year after that, for employees with at least one year of continuous service. If the employee is moving to your own entity, we arrange the transfer instead.

Can I transition people from another EOR onto FlexEmploy?

Yes. We plan the transfer with you and keep contracts, visas and payroll running through the change.

Does an Employer of Record help with Emiratisation?

An Employer of Record does not remove Emiratisation duties. We help you plan for targets and employ UAE nationals where that forms part of your workforce plan.

How much does an Employer of Record cost in the UAE?

Fees depend on headcount, salaries and scope. Tell us about the team and we will send a proposal.
